The FNESPC set up three educational networks to act as administrative structures.  These were set to be the bodies that would develop higher educational facilities and make them as effective as possible, with the ultimate goal of good jobs in mind at the end of the road.  Through this the bodies were to see how they could be a part of solving the nation’s problems – again, through the creation of highly qualified students who brought skills to the workforce.
